The City of Oakland is currently recruiting a highly qualified candidate for a Program Analyst II position within the Oakland Police Department (OPD) with a selective certification in Victim Resources Specialist. The ideal candidate must have a passion for services to others be empathetic compassionate a problem solver and have the ability to interact with people from various socio-economic levels and diverse cultural backgrounds. The ideal candidate must also be an excellent listener and communicator so that they can completely address the needs of victims and survivors of traumatic experiences.
The Victim Resources Specialist will serve as the mandated Victim of Crime Liaison Officer for OPD per CA Govt Code 13962. The position will organize facilitate and implement victim support initiatives and provide direct information referral and advocacy services for victims of crime and survivors in a trauma-informed manner. It requires a working knowledge of the array of community services and community support providers that complement OPD’s work. This specialized position will help OPD better support the trauma-based needs of victims and survivors specific to those affected by violent crimes in Oakland.
This is a journey-level classification in the series. The incumbent develops programs finds sources of funds administers programs and evaluates results. The incumbent works independently with limited supervision. Program Analyst II differs from Program Analyst III in that the latter may supervise professionals or act as a team leader on complex projects.

Duties may include but are not limited to the following:
For General Program Analyst II Positions
:
- Translates ideas and concepts into fundable programs or projects; develops strategies to locate funds for programs; coordinates funding requests and contract implementation with public service agencies; arranges supplemental funds and program revisions when needed.
- Writes grant proposals and applications; reviews and evaluates grant documents to ensure compliance with grantor and City standards; administers grant programs; develops and monitors required grant procedures.
- Acts as program leader including the planning and implementation of programs preparing budgets identifying sources of funds developing and negotiating contracts resolving problems and communicating with participants.
- Designs negotiates and administers contracts with service providers; monitors contracts to ensure compliance; conducts site visits; reviews invoices and recommends payments to contractors and consultants.
- Provides staff assistance to citizen advisory bodies committees and commissions; facilitates meetings of community organizations district boards and neighborhood groups relating to the development and implementation of programs;
- Writes reports letters agendas and minutes; researches prepares and analyzes complex reports.
- Makes public presentations relating to assigned programs; prepares written material for public distribution.
- Reviews and prepares City Council agenda materials; prepares staff reports.
For Selectively Certified Positions in Victim Resources Specialist:
- Assess the trauma-based needs of crime victims and facilitate service provision in a sensitive and trauma-informed manner; provide referrals for direct services follow-up care and criminal justice support.
- Contact victims of violent crimes and impacted family members to explain the California Victim Bill of Rights the investigative process and provide information about the California Victim Compensation; assist victims with filing related claims.
- Protect and advocate for the rights of victims provide necessary information and work to prevent further victimization.
- Inform victims about police procedures (criminal investigative process) court procedures community resources and available programs that will assist victims during the aftermath of a crime.
- Accompany victims to court assist with filing claims with the Alameda County Victims of Violent Crime Services and provide pertinent information on social service agencies and programs.
- Serve as liaison with victims prosecution law enforcement court officials service providers City departments internal and external stakeholders and other groups.
- Provide crisis intervention and referrals for supportive counseling to minimize the traumatic impact of crime and the criminal justice process.
- Assist family members with the release and recovery of victim possessions (car phone wallet jewelry etc.) and help them access and navigate a variety of available support services.
- Enhance and formalize a network of support for victims of violent crime in Oakland.
- Develop working relationships with neighborhood organizations and faith-based communities in support of violence prevention efforts.
- Provide State of California mandated Victims of Crime annual training to the OPD officers and nonsworn staff.
- Create and maintain communication tools for OPD officers and for general public use such as brochures pamphlets and the OPD Victim Services webpage.
- Represent the Victim/Witness Program in community events; or provide training on victim services.
- Use the police department’s database to obtain and review police reports to assist with preparing cases for trial.
- Track cases and services provided to victims using a case management system; prepare reports; analyze results.
- Perform administrative functions such as preparing paperwork related to victim services composing letters and narrative reports filing faxing answering phones and ordering program supplies.
Bachelor’s degree in business or public administration social work behavioral sciences or a related field from an accredited college or university.
For this selectively certified vacancy the following special education requirements are preferred: A bachelor’s degree in social work psychology counseling criminal justice human services or related field.
Experience:
Three years of relevant experience in the particular area of program administration.
For this selectively certified vacancy the following special experience requirements include: Three years of experience providing advocacy support and direct service referrals to families and individuals that are exposed to crime trauma and other traumatic situations or circumstances.
LICENSE OR CERTIFICATE / OTHER REQUIREMENTS:
Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Driver’s License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
